A good place to start the troubleshooting of this error is the Symantec Support Page (Knowledge Base Search). Recycle all backup exec services and try to perform backup operation.
The reason for the backup job to fail is that the 'Backup Exec Remote Agent for Windows Servers' service running To back up or restore System State, administrator privileges are required. BE does write 122 bytes of data about 3 minutes into the restore and the rest of the time it just sits there doing nothing.

I came in this morning to find my first SUCCESSFUL back up nearly three weeks. I also went into Microsoft system manager and added that user to the Exchange System Manager server with full control to that server.
